Salamun alaykum,

Ali Dizaei jailed for corruption :

On Monday 8th February, 2010 Metropolitan Police Commander Ali Dizaei, a highly-ranked police commander  having a 24-year police career, was sentenced by Southwark Crown Court to four years for misconduct in public office and perverting the course of justice.

Prosecutor Peter Wright QC said he was guilty of a "wholesale abuse of power" motivated by self-interest and pride.

Justice Simon said the sentence included a deterrent element "to send a clear message that police officers of whatever rank are not above the law".

Speaking after the trial, Metropolitan Police Commissioner Sir Paul Stephenson said: "It is extremely disappointing and concerning that this very senior officer has been found guilty of abusing his position and power……”

Role of the Police :

The major functions of the Police as stated in the Police service’s Statement of Common Purpose is:” …….to uphold the law fairly and firmly; to prevent crime; to pursue and bring to justice those who break the law;….(Ref: Independent Committee of Inquiry into the role and responsibilities of the Police, Sir John Cassels, 1996)

This statement summarizes the expectations of the public from the Police force. The public, especially the vulnerable, is full of confidence that the Police are above corruption and do not abuse their position or power. Such up righteousness by members of the force is brought about only when kindness, compassion for the public is foremost in their mind and essentially remembers that they are not above the law. The same is applicable to all holders of positions in Government, Public, Private and Third Sectors.

The self drives towards desires: A person of status and authority is driven towards mis-abuse of position and power when one is unable to have his desires under control and the self drives towards vice and wickedness.

In Islam the principles of administration and justice is based on the premise that the regime is of Allah, the governors and the governed are both creatures of Allah, and their respective duties are laid down by Allah.

Imam Ali bin Abitalib wrote a letter to Malik Al-Ashtar on appointing him as the Governor of Egypt. This letter, among various issues pertaining to governance, deals with the duties and obligations of rulers, the question of priorities of rights and obligations and dispensation of justice. In it Imam Ali advises Malik Al-Ashtar to combat corruption and oppression amongst the officers. Some excerpts from this epistle read: “I order you to use your head, heart, hands and tongue to help the creatures of Allah because Almighty Allah holds Himself responsible to help those who sincerely try their best to help Him. Allah has further ordered you to keep your desires under control, to keep yourself under restraint when extravagant and inordinate yearnings and cravings try to drive you towards vice and wickedness because usually your 'self' tries to incite and drag you towards infamy and damnation…………… Malik! You must create in your mind kindness, compassion and love for your subjects. Do not behave towards them as if you are a voracious and ravenous beast and as if your success lies in devouring them…..”        (Reference Nahjul Balagha- Letter No:53)
